The task is to create a Change Management Tool to support early childhood educators in understanding the reforms to the early/middle childhood education and care sector in Australia.
Initial thoughts behind my instinct that a wiki could be of value:
DofE places emphasis on "ongoing collaboration with the sector". A wiki is a collaborative tool. That can have both benefits and downsides which would need rigorous weighing up.
A website as the key change management tool (CMT) is passive and largely unchanging with limited opportunities for feedback/input by childhood educators. Nevertheless I'm fairly certain that a Web 1.0 style website will be a requisite aspect of this CMT. A Web 2.0 tool such as a wiki as one element of the change management tool could provide the avenue for active involvement by childhood educators in the implementation of the reforms and could enable the collaboration that the department indicates it seeks to engage in. [just thinking outside the box].
